Matt Cutts Sez you don't have to worry about duplicate content

You know...from what I've seen, I don't even think I believe...especially since Panda. Either Panda is smarter at looking at content and identifying thin SEO content OR they have dialed it back...I've seen some pretty crazy Panda cases where the sites were definitely not spammy... any thoughts out there on this announcement.

It's a very specific case
When looking at this video, it's important to remember that the question and answer is about a very specific case. Matt isn't saying that duplicate content in general is fine. He's saying that if you have the same (short?) boilerplate text on several pages that have unique content apart from the duplicated text, Google will probably not take action on them.
