It's basically a reduction in transparency. Spammers still exist and they're still abusing Google Maps - but now they're doing it in a way that small business owners will have more difficulty detecting. Map Maker made it easy to tell who was a spammer and deal with them. Business owners will have to rely more on Google now - which isn't always a good thing.
